Disclaimer:
This guide provides general operational and commercial information only. It reflects Ace Parking’s interpretation of the relevant parking levy framework and is not legal or taxation advice.
Each state has its own responsible government authority for the administration, application and collection of parking levies, and those authorities remain the definitive source for statutory requirements, liability, exemptions, concessions, registration, returns and assessments.
Rates, rules, boundaries and administrative requirements can change. Every property, parking arrangement and statutory position is different. Owners and operators should confirm their specific circumstances with the relevant government authority and obtain appropriate professional advice where required.
2027 rates and levy areas
- Category 1: Sydney CBD and North Sydney, $3,120 per liable space.
- Category 2: Bondi Junction, Chatswood, Parramatta and St Leonards, $1,110 per liable space.
The official mapped levy district should be checked for an individual property. A suburb name alone does not determine liability.
Parking Space Levy Regulation 2026
The Parking Space Levy Regulation 2026 commenced on 28 August 2026 and replaced the previous Regulation. Revenue NSW advises that the remade Regulation includes changes affecting certain residential parking, disability parking exemptions, service-provider parking exemptions and identification requirements for exempt spaces.
Owners should therefore avoid relying on an exemption review prepared under an older Regulation without checking the current Revenue NSW requirements.
Where parking operations become relevant
The levy is a statutory property charge. Parking operations are a separate issue, but the same asset and operating data can help an owner understand how effectively the parking is being used.
A practical operational review may consider the number and configuration of parking spaces, tenant and staff allocations, customer and visitor demand, utilisation by time and user group, access permissions, parking products and pricing, occupancy patterns and changes in demand over time.
Licence plate recognition, access-control systems, digital permits and parking-management reporting can provide useful evidence about utilisation and access patterns. They do not determine levy liability or exemption eligibility.
Do not automatically pass the levy through to customers
A higher statutory cost does not automatically mean an equivalent increase in parking tariffs will improve the property result. Demand, competing alternatives, occupancy, tenant or customer sensitivity and the broader purpose of the parking asset should be considered before changing pricing or allocations.
